A plunge pool in general terms is an artificial body of water that is under 35,000l in capacity. You generally do not need a building consent for the pool structure itself, however this exemption does not include the pool fence.  

All residential pools must have a fence to restrict access to the pool by children under 5 years of age and this fence must have a building consent.

A great asset to a smaller property with limited space, but still has the ability to cool you off on the hot summer days, and due to the smaller volume of water can be relatively economical to heat to spa temperature in the cooler months.
