Horizon International's Contribution to the Whangarei Civic Centre
The Whangarei District Council's new Te Iwitahi Civic Centre has officially been unveiled, marking a significant milestone in sustainable urban development. Designed as a fit-for-future civic home, the centre embodies inclusivity, accessibility, and a strong community focus.
Project Recognition
This remarkable project was recognised with the Civic Results Supreme Award at the recent Registered Master Builders New Zealand Commercial Project Awards (NZCPA)—a historic first in the competition's history. The project also achieved Beacon status with the Construction Sector Accord, highlighting its exemplary procurement innovation and commitment to local workforce development.
Horizon International's Role
Horizon International played a crucial part in this project through the supply and installation of Nubrik clay paving, a high-quality, durable material that enhances the urban landscape. Our team worked closely with other key stakeholders to ensure that the paving not only met functional and aesthetic requirements but also contributed to the sustainability and longevity of the civic space.
Sustainability & Community Impact
This project was deeply committed to sustainability, implementing a REBRI Framework and a healthy materials programme to minimise environmental impact. Additionally, it provided 200 local jobs, with 82% of trades and suppliers based in the region and an apprentice scheme participation rate of 23%. The project’s procurement strategy also championed transparency and collaboration among stakeholders, setting a new industry benchmark.
A Collaborative Effort
The success of the Whangarei Civic Centre was made possible through the collaborative efforts of multiple industry leaders. Key companies involved in the project include:
Other contributors to this ambitious project included The Building Intelligence Group, Team Architects, Babage Consultants, Brown & Thomson, Cato Bolum, Stantec, Provision, First City Care, Reyburn, Tonkin + Taylor, and Barnes Beagley Dohher.
A Lasting Legacy
Te Iwitahi Civic Centre is more than just a building—it is a statement of Whangarei’s vision for the future. Designed with a strong cultural narrative, the centre incorporates Māori design elements, a traditional welcome area, and a community garden with native medicinal herbs. It stands as a symbol of Northland’s identity, reflecting the values and aspirations of its people.
Horizon International is proud to have contributed to this landmark project, helping to shape a civic space that will serve the community for generations to come.
