Challenge
The primary challenge of the Miramar Links project was to reconfigure and update the golf course, following the sale of half of the land to Wellington Airport. The project involved reconstructing the golf holes to fit a slightly smaller footprint while improving the overall golfing experience through design. Additionally, the project faced significant environmental considerations, including the preservation of local wildlife habitats (we all know birdies are very important on a golf course) and the enhancement of natural waterways.
Approach
Project Scope and Vision:
The main objective was to update the course layout and improve the golfing experience. This involved redesigning the golf holes to fit the new land constraints and enhancing the course's appeal through modern design principles.
Stakeholder Engagement:
To manage stakeholder interests and expectations, monthly Project Control Group (PCG) meetings were held including reporting to keep the client informed and involved throughout the project. Coming in and messing with people’s beloved golf course can be a little daunting, but the teamwork between us and the club was top-notch!
Sustainability and Environmental Considerations:
The project incorporated several sustainable practices, such as refreshing waterways and removing sediment to improve natural habitats, recycling ball control fences, and the earthworks were managed using a balanced cut-and-fill approach keeping all earthworks material on-site. Wildlife habitats were heavily considered; fish, lizard and bird habitats were identified and preserved, ensuring minimal disruption to the local ecosystem in coordination with Wellington Airport’s airspace requirements.
Risk Management:
The main risk associated with the project was potential damage to underground utilities, which could have environmental impacts. This risk was mitigated using ground radar and isolation techniques to protect these utilities.
Financial Planning and Economic Analysis:
BPM also worked in a financial advisory role providing costing, and budgetary amounts to inform the board, helping to gain majority membership votes to enable works to commence.
Project Delivery Methods:
Quality control was maintained through regular assessments of the works, with the course architect approving the shaping of new greens and tees. Weekly site meetings ensured continuous evaluation and adherence to the project plan.
Innovation and Use of Technology:
The project employed a state-of-the-art, digitised irrigation system, allowing precise control over which areas of the course received water, enhancing efficiency, and supporting the ecology of the course. No one wants to putt through puddles.
Community and Social Impact:
Community involvement was critical, with the golf club requiring a 65% vote from its members for development approval. Achieving member buy-in was essential for the club’s future and viability. The project aimed to improve golf services for the suburbs of Wellington Central, encouraging more people to take up the sport.
Compliance and Regulatory Considerations:
The project adhered to a lengthy resource consent planning process, complying with numerous conditions relating to wildlife management, waterway cleanliness, and civil aviation requirements ensuring controls were in place.
Outcomes
Enhanced Property Value and Flexibility:
We smashed it! The regeneration has significantly improved the course, providing a better experience for both local and international golfers. The updated facilities and modern design have increased the course's usability and attractiveness.
Economic and Community Impact:
The project looks to encourage more people to take up golf, boosting the local economy and promoting a healthy lifestyle within the community (something we couldn’t be more on board with). The modernised facilities ensure continued growth and engagement from both members and the public.
Future Prospects:
The adaptable design and modern facilities position Miramar Links as a leading recreational space in Wellington. Future monitoring through membership numbers, member surveys, and public feedback will ensure the course continues to meet community needs and expectations.
