



Kaweka is a 100% iwi-owned, medium-density build-to-rent housing development in Ōwairaka, delivered in partnership by Hāpai Housing and New Ground Capital. It aims to create a high-quality, sustainable rental community that supports urban regeneration and diverse housing needs. Integrating Māori values and design principles, Kaweka fosters a culturally responsive living environment with a strong sense of place and belonging. Located at 1086 New North Road, the site is well-connected to schools, supermarkets, public transport, shops, and reserves, enhancing convenience and reducing dependence on private vehicles.
Kaweka pioneers a build-to-rent model that embeds Māori knowledge and values into its design and management, ensuring long-term, stable rental options. By maintaining ownership, the iwi prioritises housing security and affordability over short-term returns, ensuring the development serves its people for generations. The project sets a benchmark for inclusive, community-centred urban development by balancing economic viability with cultural meaning. It supports Māori aspirations for self-determination while strengthening connections between people, place, and heritage.
The brownfield site presented challenges such as volcanic rock, mature street trees, and flood-prone areas. The design carefully navigates these constraints with an L-shaped layout, centralising communal outdoor spaces while preserving the natural rock feature. Thoughtful landscaping and permeable surfaces help manage stormwater while enhancing the site’s ecological resilience.
The development features a three-storey, Homestar 7-rated apartment building, offering 44 studio, one-bedroom, and two-bedroom apartments. These energy efficient homes prioritise natural light, ventilation, and thermal performance to create healthier, more comfortable living spaces. The architectural design establishes a strong street presence through vertical elements, material variation, and culturally significant motifs, reinforcing iwi identity and ensuring that the development integrates seamlessly with the surrounding neighbourhood.
Kaweka’s shared outdoor spaces are designed to encourage community interaction, providing areas for recreation, social gatherings, and cultural activities. Green spaces, seating areas, and safe pedestrian pathways contribute to a welcoming environment that promotes well-being. The incorporation of Māori design elements within the communal areas further strengthens cultural identity and creates a unique sense of home for residents.
