Ladies Mile Indicative Master Plan

Working closely with QLDC staff, an indicative master plan / structure plan was prepared for Ladies Mile as an area for further urban development under the HASHAA legislation. The plan promotes a mix of densities and housing typologies including mixed use, apartment, terrace housing, and detached dwellings to achieve potentially 2,200 more dwellings, with a development yield of approximately 20 households per hectare. The design provided a simple, yet efficient, road hierarchy while also providing large areas of open space and recognising the unique landscape values of the receiving environment. The Master Plan was a high-level plan, supported by a Design Statement and Landscape Strategy, developed to provide for continued population growth in the Queenstown area. Key components of the structure plan were to:
· determine a potential development yield in Ladies Mile, where large-lot rural residential developments were avoided; and
· a well-connected urban area minimising access points onto the state highway. The plan was adopted by the Council in August 2018
"The main driver is around housing affordability and housing supply. At the moment, we all know the housing affordability problem we have got and the land supply problem we have got, so this is looking out towards what we are predicting over the next five to 10 to 20 and 30 years."
DCM Urban also worked with Laurel Hills Limited and The Property Group to design a property at the western end of the structure plan for approximately 160 households. The design includes a 3,000m2 public reserve, walkways, and a connected street network. Extensive plantings are proposed as part of the design. A Landscape and Visual Impact Assessment has also been prepared to support the application.
