Between 2012 and 2020, PJM provided construction project management services to Spotless, who held the nationwide facilities maintenance contract with the New Zealand Department of Corrections (DoC). The portfolio of sites covered most prisons and correctional facilities in the country, including four head office buildings, 20 prisons, and 50 Community Probation Services facilities. During this period, PJM delivered over 50 projects across most prison, CCS, and MoJ sites in New Zealand.

Often working to tight timeframes and within live corrections sites, PJM worked proactively with corrections staff, consultants, subcontractors, and manufacturers to resolve procurement issues with specialist DoC client-supplied fittings, manage site access and staging, all within the most stringent safety and security requirements.

A key summary of notable projects includes: 

  • Community Corrections Probation Centre refurbishments, including Murupara and Tamarunui sites. 
  • Double Bunking for Northland Regional Corrections Facility, Mt Eden Corrections Facility, Waikeria Prison, Hawkes Bay Regional Prison, Arohata Prison, Rimutaka Prison, Rolleston, and Invercargill Prisons. 
  • Audio Visual Booths (AVL Suites) for NRCF, ARWC, and MECF. 
  • Various kitchen facilities, toilet blocks, and office refurbishments for Waikeria Prison, Hawkes Bay Regional Prison, and MECF.

The services covered the entire project delivery cycle, including: 

  • Preparing the business case for DoC review and approval. 
  • Engaging consultants. 
  • Scoping the works, design, and consent management. 
  • Safety in Design reviews during the design process. 
  • Procurement, including preparing contracts and tender documents. 
  • Liaison between Corrections staff and contractors (often in live prison environments).
  • Vetting workers (MoJ checks). 
  • Construction Methodology preparation. 
  • Construction observation. 
  • Engineer to Contract and contract administration. 
  • CCCs, As-builts, and O&Ms. 
  • Defects and maintenance.
