Why architectural observations and council inspections have different purposes

Both can matter during construction, but they have different scopes. Understand who checks what and agree the architectural role before work begins.

Council inspections and architectural site observations are different parts of a construction project. One should not be assumed to replace the other, and neither means someone is continuously checking every activity on site.

The practical starting point is to agree who is responsible for the work, who will observe or inspect it, and how questions and findings are followed through.

What council inspections address

The building consent authority's inspection process relates to the consented building work and compliance requirements. The consent documentation identifies required inspections, and the project team needs to plan for them at the appropriate stages.

MBIE's guidance on typical council inspections explains the process. Check the requirements of your own consent rather than assuming another project's inspection list applies.

What architectural observations can address

The architectural role depends on the appointment. It may include observing selected work against the design information, answering design queries and recording items that need action. It can help maintain continuity between the design decisions and the work being carried out.

For example, a window junction may raise questions about dimensions, finishes and how several materials meet. An architectural observation can identify an issue needing a coordinated response from the appropriate parties.

Observation is not a guarantee that every defect will be found. The builder remains responsible for carrying out the work, and specialist designers retain their own agreed responsibilities.

Agree timing around the work

A useful visit happens while the relevant work can still be seen and addressed. Foundations, structural connections, external junctions and finishes have different opportunities for review. The appropriate programme depends on the project and agreed scope.

Ask how the builder will give notice, who attends, what is recorded and who confirms that follow-up actions are closed. A report without an action owner can leave an important issue unresolved.

Keep related services distinct

Site observations, contract administration and project management are not interchangeable terms. Confirm what is included, the extent of authority and how additional services are agreed.

Modal’s construction support service can maintain the connection between design and delivery. Our architectural process explains the wider stages, while your appointment establishes the services for your particular build.

Before construction starts, request one clear schedule of responsibilities and inspection or observation requirements. It gives everyone a better basis for coordinating the work.
